Ukraine, Lagarde: “We will help Kyiv but we will not violate the Treaty”

Frankfurt (Germany), Dec. 3 (LaPresse) – “We will do everything possible to help Ukraine, but we will not violate the Treaty.” This was stated by ECB President Christine Lagarde during a hearing before the Economic Committee of the European Parliament, in response to questions about the Eurotower’s position regarding guarantees for the loan to Ukraine based on the use of frozen Russian assets. Lagarde explained that the European Central Bank cannot replace the commitments of Member States nor monetize their obligations, as “this would constitute a violation of Article 123 of the Treaty on the Functioning of the European Union.” “It is not up to us to decide on direct financing, but our task is to respect the Treaty and to inform European leaders of the risks to financial stability,” she clarified. The ECB President also stressed that there are tools compatible with the Treaty, such as the issuance of bonds specifically intended to finance Ukraine, but any solution must ensure financial stability and compliance with international law. “Our duty is to help Kyiv while respecting the limits of the Treaty and ensuring the safety of the European financial system,” she concluded.
