Rome, 25 Aug. (LaPresse) – Russian Foreign Minister Sergei Lavrov has stated that Ukrainian President Volodymyr Zelenskyy does not have the necessary legitimacy to sign legal documents with Russia. "We recognise him as the de facto head of the regime. And in that capacity, we are ready to meet with him. But as for signing legal documents… When we get to the point where we sign documents, there must be a clear understanding on the part of everyone that the person signing these documents has legitimacy. According to the Ukrainian Constitution, Mr Zelensky currently does not have that," Lavrov said in an interview with NBC. ‘We cannot hold a meeting just because Zelensky has a good image and can say, “Look, I am legitimate”. Legitimacy is another matter. Because, regardless of when such a meeting may take place, and it must be prepared very well, the question of who will sign an agreement on behalf of Ukraine is a very serious matter,’ he added. ‘No meeting is planned,’ Lavrov told the programme ‘Meet the Press.’ The summit to end the war will only take place if it has a ‘presidential agenda’ acceptable to Putin, he said, but such an agenda ‘is not ready at all.’
