Russia will not accept such a 'security guarantee'," wrote Dmitry Medvedev, Deputy Chairman of Russia’s Security Council, on X. He later attacked French President Emmanuel Macron, calling him a "brainless Gallic rooster" who "cannot give up the idea of sending troops" to Ukraine.
