The outcome, the president said while speaking in Charleston, South Carolina, was made possible "by Israel's pressure on Hamas with the support of the United States." It was, Biden stated, "one of the toughest negotiations I have ever participated in." Now, he added, "it is up to the next administration to implement the plan."
