Rome, 8 January (LaPresse) – ‘As this is a derogation for flexibility,’ the activation of the safeguard clause for increased defence and security spending would not require the publication of a new medium-term structural budget plan, ‘but would still involve a request to Parliament to deviate from the programme objectives, to be approved with the involvement of Parliament, in accordance with Article 6 of Law 243 of 2012.’ This was the response of the Minister of Economy, Giancarlo Giorgetti, during question time in the Senate to a question from the M5S on forms of financing for military expenditure. The minister then specified that “any assessment of the instruments to be used and the amount of expenditure covered by the question will be made in accordance with the provisions of the latest Dpfp and the resolution approving it, which sets the upper limits (as a percentage of GDP) on increased borrowing”.
