Milan, 18 April (LaPresse) – ‘The government has put up a wall.’ This was the comment made by the president of Tuscany, Eugenio Giani, who chaired the State-Regions Conference meeting in place of Massimiliano Fedriga, to ‘la Repubblica’, regarding the agreement not yet reached between the government and the regions on the issue of waiting lists. ‘The most significant point concerns substitute powers, i.e. the commissioning of regional action on waiting lists. The regulatory text is too discretionary: it provides in a political manner that the government can commission this or that region with regard to the requirements for streamlining waiting lists. It is disconcerting,’ he stressed. What is needed, according to the regional presidents? ‘According to established case law, the institution of commissariamento must be carried out according to clear rules. The conditions for such a heavy measure must be identified. In the case of the government's legislation, everything is very vague,’ Giani stressed. He added: ’We have been rather critical of the measure because streamlining the lists requires resources; doctors who work overtime must be paid. And in the government's measure, the funds are totally insufficient.’ On the next steps, the president of the Tuscany Region said: ’We will assess what to do first in the health committee and then in the assembly of the Conference of Regions. I have seen a strong reaction from regions of all political colours because waiting lists touch on a prerogative that we have addressed with a great desire to resolve it.’
