Milan, May 13 (LaPresse) – Emanuele De Maria was “an inmate who participated in rehabilitation programs. The evaluations conducted are rigorous and have allowed 1,060 individuals, on a national level, to access Article 21 of the Penitentiary Act, which provides for external work, and the revocation rate is extremely low.” This was stated to LaPresse by Francesco Maisto, the Prisoners’ Ombudsman of Milan, who said that what happened – the murder-suicide – does not indicate “a problem in the evaluation process” but rather relates to the inmate’s “mental health.” Regarding the granting of external work to prisoners, “it is a complex procedure involving the GOT (Observation and Treatment Group), the prison director, the employer, and finally the magistrate – just read the law to verify it,” Maisto explained. “The numbers and the positive outcomes in the social reintegration of those admitted to external work are evidence of a decades-long system that is effective as a diversified strategy to combat crime and therefore beneficial for many: the convicted individuals, the prison administration, and entrepreneurs,” he concluded.
