Motorways: from 2026 disruption will have to be reimbursed

Rome, Dec. 3 (LaPresse) – From 2026, disruption on motorways will have to be reimbursed. This was decided by the Transport Regulation Authority, whose Board has approved Resolution 211/2025 introducing the right to a refund of motorway tolls in the event of disruption caused by roadworks and in the event of traffic stoppages due to other causes (e.g. accidents, weather events). This is a unique and much‑anticipated measure, which was announced by the President of the Authority, Nicola Zaccheo, in his annual report to Parliament on 17 September. The measure responds to a concrete need: to offer greater guarantees to citizens who increasingly find themselves facing delays and disruption linked to roadworks or traffic blocks. “With this resolution,” Zaccheo stated, “the Authority reaffirms an essential principle: pay per use – the toll must always be fair and proportionate to the service actually received. It is an act of protection for travellers.” At the same time, the Authority cannot ignore the importance of roadworks for the maintenance, safety and improvement of infrastructure. “It is also necessary to consider another fundamental aspect,” Zaccheo went on, “namely the overall sustainability of the system: balancing users’ rights with the economic soundness of infrastructure is essential in order to guarantee lasting equilibrium.”
