Rome, 8 July (LaPresse) – "When we talk about nationalisation, and therefore the expropriation of a productive activity, I would like to draw attention back to our Constitution: it is what I swore to uphold. The State can intervene, yes, but only within the limits provided for by our Constitution." This was stated, according to reports, by the Minister for Enterprise and Made in Italy, Adolfo Urso, speaking at the Ilva round table currently underway at the Mimit and reading Article 43 of the Constitution to those present.Article 43 is very clear: “For purposes of general utility, the law may reserve or transfer, by means of expropriation and subject to compensation, to the State, public bodies or communities of workers or users, certain enterprises or categories of enterprises that refer to essential public services, or to sources of energy, or to situations of monopoly and are of pre-eminent general interest”. Ilva does not fall within the categories provided for: it is not an essential public service, it does not concern energy sources, nor does it constitute a monopoly situation,' he explained.
